The orphan works bill sought to remove copyright responsibilities where no owner could be located.
Supporters of the bill apparently wanted to promote more sharing of information and collaboration on the Internet.
But it was feared that the bill would seriously damage the copyright protection that keeps photographers and creatives financially viable.
Giants Getty Images and Corbis are said to have hired lobbyists to campaign against the bill.
